From monolithic AI licenses to managed orchestration: A new architecture for B2B and B2G

The era of blanket purchasing of user AI licenses (SaaS seat-license models) in the corporate sector and government is facing a harsh reality. Organizational structures face inefficient costs for unused accounts, risks of data leakage outside the internal network, and technological dependence on a single supplier.

The complex infrastructure of large organizations requires a fundamental shift in approach – moving from isolated chat tools to a robust integration and orchestration layer. Our new GEM solution for AI transformation defines an architecture that combines advanced cost management with uncompromising data sovereignty.

Key technological pillars of modern enterprise AI:

  1. Interface standardization using Model Context Protocol (MCP) Instead of ad-hoc APIs, we deploy the open MCP standard. This allows LLM models to access corporate data sources (filing services, ERP, CRM) securely, bidirectionally, and in context, without violating existing security policies and access rights defined within IAM (Identity and Access Management / Keycloak).

  2. Hybrid Orchestration via Azure AI Foundry A fixed tie to a single LLM model is unsustainable from a cost and performance perspective. The orchestration layer dynamically routes sub-prompts to the most appropriate models (e.g. GPT-4o, Claude 3.5 Sonnet) based on the nature of the task. Enterprise governance ensures that data remains within an isolated corporate domain and queries are never used to train public models.

  3. FinOps and Budget Cap We are replacing flat user fees with a pay-per-token model (payment for actual processed data). To eliminate the risk of uncontrolled cost increases, a financial ceiling mechanism (Budget Cap) is integrated into the orchestration layer. The administrator defines a maximum monthly budget for the entire organization or a specific department, which brings 100% predictability of the IT budget.

  4. Vector Optimization (RAG) for Legislative Compliance For complex tasks, such as assessing large-scale RFPs against standards, inserting entire documents into a context window is financially unaffordable. We use semantic segmentation and storing texts in vector databases. The model uses Retrieval-Augmented Generation (RAG) to only retrieve the most mathematically relevant passages, which radically reduces token complexity and increases the accuracy of the outputs.

AI in a regulated environment is no longer an experiment, but a critical infrastructure that must meet strict audit, efficiency, and security criteria.

    Virtualization has been the foundation of corporate IT for many years. But today, organizations are solving a much broader challenge than just stable operation of virtual servers. In addition to availability and performance, they also expect faster application deployment, a higher level of automation, better security, readiness for regulatory requirements, and greater independence from a single vendor from their infrastructure. That is why more and more companies are looking to containerization platforms as a natural next step in the evolution of infrastructure — not as a replacement for everything existing, but as a path to a more modern, more efficient, and long-term sustainable operating model.

    Virtualization remains important, but business requirements have changed

    Virtualization is one of the most significant technological changes of the last two decades. It has enabled companies to consolidate physical servers, significantly improve hardware utilization, simplify infrastructure management, and create a stable foundation for running business applications.

    Platforms such as VMware, Hyper-V or Nutanix have therefore become a standard part of most data centers.

    But while IT used to focus on ensuring stable and efficient operations, today organizations expect much more from their infrastructure. It is not enough to be reliable. It must also be flexible, secure, automatable, and ready to respond to rapidly changing business needs.

    In practice, this means that companies today are dealing with, for example:

    • faster deployment of new applications and services,
    • easier management of an increasingly diverse application environment,
    • increased pressure on security, auditability and compliance,
    • better readiness for hybrid and multicloud operations,
    • and at the same time pressure to optimize costs and limit vendor lock-in.

    It is in this context that virtualization alone ceases to be the only answer to future infrastructure development.

    Why companies are looking for a more modern infrastructure operating model

    In most organizations, the traditional virtualization environment still works well. For many systems, it remains the right and fully relevant choice.

    At the same time, we see that with growing demands on operation, development, and security, there are more and more situations where the classic model based solely on virtual machines is starting to become limiting. Not because it is bad, but because it no longer covers all the needs of modern IT.

    Companies today are increasingly looking for an answer to the question of how to operate side by side:

    • traditional business applications,
    • new cloud-native services,
    • automation tools,
    • safety rules,
    • and management of the entire application lifecycle.

    And this is where a containerization platform starts to make sense as a unifying layer for further infrastructure development.

    Containerization platforms turn infrastructure into an application platform

    Platforms like Red Hat OpenShift or SUSE Rancher They are not just another technology layer for running containers. Their real benefit is that they help change the way a company approaches running applications and infrastructure as a whole.

    From a customer perspective, it is important that a modern platform is not just a “new tool.” It should create an environment in which both existing virtual machines and modern container applications can be sensibly operated, while at the same time building automation, monitoring, security policies, and standardized operations on top of that.

    Thanks to this, infrastructure is no longer perceived as just a collection of servers, hypervisors, and virtual machines. It is gradually transforming into an application platform that supports the operation, deployment, and further development of services.

    This is a fundamental shift not only from a technical perspective, but also from a business perspective. It allows the company to better combine stable operations with the need for faster changes and innovations.

    Infrastructure modernization doesn't have to be a revolution

    One of the most common concerns in the debate about infrastructure modernization is the notion that moving to a new model means a large-scale, costly, and risky transformation.

    In practice, however, a much more pragmatic approach is often the most successful.

    A container platform doesn't have to be a "replace everything" scenario. On the contrary, in most cases, gradual evolution makes more sense. That is, preserving what works today while creating space for more modern operational and application scenarios.

    Many companies are therefore proceeding by implementing a new platform for selected parts of the environment alongside the existing infrastructure. Some applications remain in virtual machines, others are gradually modernized, and new systems may already be created with container operation in mind.

    The advantage of this approach is that the organization does not have to make a one-time, high-risk decision. It can proceed according to its own priorities, capacities, and business needs.

    From our perspective, this is one of the most important principles of successful modernization:
    It is not about change at any cost, but about a controlled and meaningful shift in infrastructure.

    VMware, Broadcom and new licensing models are changing business decision-making

    A major impetus for reassessing infrastructure is the current situation surrounding VMware after its acquisition by Broadcom.

    Changes in licensing policy and the overall business model have opened a very practical debate in many organizations: does it make sense to continue the current approach and continue to invest in a pure virtualization layer, or is it appropriate to use this situation as an opportunity for broader modernization?

    This issue is not just technical. It has a direct impact on the economics of operations, infrastructure flexibility, strategic independence, and long-term architecture of the IT environment.

    This is why containerization platforms are becoming interesting for companies not only technologically but also commercially. They allow you to combine two needs in one direction: to maintain the operation of existing workloads while opening the way to a more modern architecture.

    Technology like OpenShift Virtualization or SUSE Harvester show that running virtual machines on the Kubernetes platform is not just a topic for technological innovators today, but a real option for organizations that want to modernize without unnecessary dependence on a single vendor and with future development in mind.

    One platform for both virtual machines and containers reduces operational complexity

    In many companies today, two separate worlds operate side by side. One is designed for traditional virtualization environments and running enterprise applications. The other was created for new cloud-native projects and container workloads.

    In the short term, such a division may seem logical. However, in the long term, it often leads to higher operational complexity.

    It means:

    • more tools,
    • more operating procedures,
    • more specializations,
    • more complex coordination between teams,
    • and often worse cost predictability.

    A container platform makes sense precisely because it can connect both worlds into one more manageable environment.

    This doesn't mean that every application should automatically run in a container. It does mean that a company can run both virtual machines and containers on a single platform and use common principles of automation, monitoring, security, and lifecycle management.

    From an operational and business perspective, this is important, especially because less complexity usually leads to more effective environment management, easier changes, and better control over costs.

     

    Security and compliance must be part of the platform from the start

    Another reason why companies are considering switching to more modern platforms is security.

    Today, it is no longer enough to simply add security mechanisms to the infrastructure. Organizations need an environment in which rules, traceability, access control, and standardized processes are a natural part of the architecture.

    Modern containerization platforms help in this direction by integrating security principles directly into the operational model. Typically, these include:

    • working with identities and roles,
    • audit logs,
    • network policies,
    • configuration check,
    • vulnerability scanning,
    • and supporting standardized security practices.

    This is important not only from a technical operation perspective, but also with regard to regulatory requirements that companies are increasingly faced with today. Whether it is NIS2, internal security standards or customer requirements, organizations need to demonstrate that they have their environment under control.

    The great advantage of modern platforms is that they not only bring technology, but also help build a more consistent security and operational framework.

    What containerization platforms mean for CIOs, CTOs, and business leaders

    Infrastructure decisions are no longer just a technical issue for administrators and architects. The impact of these decisions is much broader.

    Pro CIO and CTO It is crucial that the infrastructure supports the further development of the company while not unnecessarily increasing operational complexity. For security and compliance roles It is essential that the environment is auditable, standardized and well managed. For financial management Cost predictability and the feasibility of long-term investments are important.

    And for the business as a whole, it is essential that IT is not a brake on change, but a platform for new services, more efficient operations, and faster innovation.

    Therefore, we recommend not viewing the debate about containers and virtualization as a purely technological comparison of two approaches. It is much more useful to view it as a question of the future operating model of a company.

    A good question today is not just:
    What will our virtual machines run on?

    A better question is:
    What environment do we need to ensure that our applications, operations, security, and future development work effectively in the long term?

    How to approach infrastructure modernization practically and without unnecessary risk

    From a practical perspective, it is most often best to start not with technology, but by evaluating the company's real situation.

    This means looking at, for example:

    • what applications the organization runs today,
    • which ones make sense to keep in virtual machines,
    • where gradual modernization may be appropriate,
    • what are the operational, security and compliance requirements,
    • and what economic and personnel impacts the change would bring.

    Only based on such an evaluation does it make sense to design the target architecture, migration steps, and operating model.

    In our experience, an approach that combines a technological perspective with business reality works best. Not every company needs the same scenario. In some cases, the priority is replacing the existing virtualization layer, in others, greater automation, in others, unification of application operations, and in others, security and readiness for future regulatory requirements are paramount.

    That's why it's good to neither overestimate nor underestimate modernization. It's not a fashionable topic. It's a decision about how IT will function in the years to come.

    Virtualization is not over. But for many companies, it is no longer the only answer.

    Virtualization remains an important part of enterprise IT and will continue to play a significant role for a long time to come. However, companies today expect more from infrastructure than ever before.

    They need greater flexibility, better automation, a stronger security framework, and an operating model that will help them manage both existing systems and future changes.

    Therefore, we do not see container platforms as a denial of what companies have built so far. It makes more sense to see them as a natural next step in the development of infrastructure — a step that will allow us to maintain a stable foundation while preparing the environment for the next stage of development.

    For many organizations today, the main question is not whether to abandon virtualization altogether. What is more important is how to build on it so that the infrastructure is not just an operational necessity, but a real platform for the company's future growth.
